Noelly Tamez is an IT professional with over 25 years of international experience in successfully delivering large Scale Complex Business Transformations in the Private and Public sectors. Currently, she is a Program Director for eCity Transformation initiatives for the City of Toronto where she has worked for the last 15 years. In this role, Noelly supports successful Business Transformation by leading the modernization of Information Technology including promoting and gaining buy-in to innovative solutions, process and system re-engineering and policy development. All of which are underpinned by her strong commitment to Change Management and managing the people’s side of Change.
She began her career working with IBM in her home town city, where she strengthen her technical knowledge. Later moved to Interleaf Americas Inc., where she delivered consulting services for the implementation of Electronic Document management solutions in Latin America, USA and Canada. At BroadVision, she was responsible for the IT delivery of various Web and Enterprise level portal solutions integrated with ERP systems across multiple industries. Prior joining the City, she held the role of Manager of Systems Development and Sustaining Engineering for Holcim (iStark Inc.) responsible for delivering a real time transactional e-commerce web based solution for North America and Europe. Noelly’s research experience has been focusing on identifying Change Management approaches to generate positive experiences during business transformation. She has been invited to present her findings internationally in the Middle-East, Argentina, Chile, Canada, etc.
Noelly holds a Bachelor of Science degree in Cybernetics Engineering and Computer Science from La Salle University (Mexico), a Master’s Degree in Computer Science from Ryerson University (Canada) and a Graduate Diploma in Public Administration from Western University (Canada). She is a certified Project Management Professional (PMP), holds a certification in Management of Portfolios and has various ITIL certifications. Noelly has received the Employee Award of Excellence for Leadership in 2016 by the City of Toronto and her various projects have been recipients of awards such as the Public Sector Quality Fair (PSQF) – Award of Excellence. Excellence in Municipal Systems by MISA, Canadian eContent Institute Award for Merit, amongst others.
